dc.description.abstractThe work which this Commission was requested by President Vásquez to undertake was defined by him as follows: to-wit, to recommend methods of improvement in the system of economic and financial administrative organization, bothnational and municipal, for the installation of a scientific budget system and for an efficient method whereby the Government may control all of its expenditures.” Whether we wish it or not, irrespective of the fact that the purposes and activities of this Commission have been definitely confined to a fixed program, a report of this nature may be erroneously considered by many as a general report upon the Republic instead of a report suggesting an improved system of its routine governmental business. In order that this may not occur, we think it appropriate to sum up our general impressions of the country as an introduction to this report prepared in accordance with the instructions of President Vásquez.es_es, en_US
